CMMI for Services (CMMI-SVC) is SEI's new reference model for service organizations. In contrast to ITIL, CMMI for Services focuses on all service organizations. Thus, CMMI-SVC processes are more generic than the ITIL processes.
As one of SEI's CMMI models, CMMI for Services is a true part of the CMMI architecture and naturally uses the CMMI core. You can perform recognized SCAMPI appraisals on CMMI for Services.
CMMI for Services offers much wider usage options than ITIL, because CMMI for Services can also be used for all the non-IT services of an orgnization. In an IT context, CMMI for Services is especially useful for organizations who want to improve both development and operations processes with a joint reference model.
