It is particularly useful in product or service development, where requirements and solutions are developed through the collaborative work of cross-functional teams. Scrum is structured and relies on regular sprints (work cycles) followed by review and planning meetings.

Scrum can be bad. Scaled Scrum can be bad to the power of two. Yes, SAFe implementations can be bad, indeed. Bad to the power of two – because of the exponential complexity. Scrum is primarily about one team and one product. We talk about scaling Scrum in the case of multiple teams and/or multiple products.
